It might work for an occasional single message you don't expect any replies about, but you couldn't really hold a conversation there.
Consider:
A is friends with B.
B is friends with C.
A and C don't know each other.
A comments on something in Friend chat.
B replies, also in Friend chat.
C is shown one half of the conversation (from their friend B), but not the other (from stranger A).
Add in a few other people who reply to the portion of the conversation they saw, and whose own replies are also seen by some but not other people, and the conversation quickly becomes way too disjointed to follow.

I've never seen systems like that in other games working well. As Niwashi described, unless you're all friends with the same people, it's nothing but a mess. Just make a linkshell.
I believe you're missing his point. He's essentially asking for a feature that allows him to send a bulk tell to everyone who's online in his friend's list, so he doesn't have to /tell them all one by one. There wouldn't be a "friend chat," it'd just be a way to quickly send tells to alert everyone on your friend's list about something.
You're basically looking for the "Status" feature that Blizzard has with Battle.net; while I'm sure it could be done... I feel that it's use would be extremely low and almost a waste of development time. But that's just me.
Just add a feature to mail where you can send the same message to anyone you tag in it? otherwise what you are describing is called a LS.... invite your friends to it, use it to ask if they want to join things.
Do you really have that many players on your friend list that you ask to do random things to where you would need to send you mass message spam? I have 4 or 5 on my list that I would ask to do events and they are rarely on at the same times, certainly would not need to send a general message over asking them personally. I would probably remove the guy who asked me too much in such an impersonal way.
