It's not though. There's always people running FATEs in Costa, Coerthas and Northern Thanalan on Siren. Quarrymill is a bit a dead but Drybone isn't.
FATE grinding is still viable while waiting for a queue is still very efficient and viable. I did it just like 2 weeks ago on Siren as well.

My dungeon queues were also never usually that long as dps anyway.
Yoshida said in the last interview that instead of bypassing content, the team is thinking of more ways to encourage higher level players to help the lower level ones.
And after Heavensward, you can get a friend to run you through a lower level dungeon because there's an option to not be level synced. This would be good for people who just want to move on with the story.


No one's gonna deny there's filler to the story. There is.
It's only like that because they put enough in to help someone get to 50. And they've certainly got better at the quest pacing in the later patches, in my opinion.
They've already admitted to working on streamlining older content, so I don't think it's worth trying to predict issues that won't even pop up until after Heavensward.

I think that's as much as you should expect from a game that decidedly puts context to everything you do, through quests.
