Unlike a certain other MMO which boosts new players or returning players into the expansion content and having it's servers pretty much unplayable for 2 weeks and then letting it's players burn out content within a month because well.. nobody cares for the bulk of earlier story content. All they need to do is give players an incentive to go back to older dungeons and content so new players into the series will not be experiencing a drought of players in DF for completing old content.

Beginning with putting the lv51-59 dungeons into the same roulette as the lv 17-49 dungeons. Everyone who do the roulette once every day to level up (pre 50 and post 50 jobs) will still playing together.
