I think a better way to manage is if the character is black listed, the sounds won't play from them! That way the feature doesn't become useless for players that use it correctly.

This would be fine if we could blacklist people during duty. Which we can't. So that suggestion is, unfortunately, completely pointless, because duties are the place where those sound effects are used most of the time.
I'm all for an extended cross-server blacklist, however, so if they give us that, that takes care of the issue just fine. I'll just blacklist people who use too many sound macros for my liking and we can call it a day. But I think it'd be so much easier to just implement a "Disable <se.#> notifications Yes/No" option.
