I rather know if I have 700 quality or 1000 quality that I'm gonna have a +3 item instead of it being randomly determined. And if less useful or rare items are made from crafting, then so be it.
But if it was purely quality, then durability management wouldn't be required. And hence crafting would be simplified. (which is what is happening). Durability was needed to ensure you had enough touchup chances. Without this inherent randomness, the crafting system would lose an entire dimension of skill (durability management).

Also, if you needed 700 quality to ensure a +3 for example, then the only way to get a +3 finished item would be using Clean Slate or something. So LW would be overpowered/required craft.

There are so many issues that arise from being so shortsighted like that. And those are just the most obvious ones.
