    If there is new information come to light recently, feel free to correct me, but I thought the HQ was guaranteed for finished items only. In which case you will still have a chance to get NQ with 700+ quality for materials.

    Guaranteeing an HQ finished item with HQ mats also means that crafters will standard-bash finished items, removing the SKILFUL play that the developers keep telling players is on the way. Obviously they aren't introducing skilful play if all they want is for players to standard-bash their way to success.

    Thus, lolpatch 1.20 will introduce a NEW PROBLEM.
