We’ve changed the system so that rather than be charged much earlier (which is what happened previously), we now won’t take any money from you until ten working days before the release of the product you’re ordering.
We’ll also send you a reminder email five days before we make the charge, just so you know what’s happening and when.
I know some people would prefer to be charged on the actual date of release, but some locations we ship to can take up to seven days for delivery – so once we factor enough time for payments to clear, it means we can still ship products in time to *arrive* on the day of release (rather than several days later).
Amazon does the same thing on pre orders (at least EU), they bill when it ships. There is a difference between release and shipment. You seem to expect that the game won't ship before it's release...People acting like it's totally cool for SE to bill people twenty-two days before the game even ships with notification mere days before they're set to bill after stating in our original pre-order emails that "You will be notified by email before we debit your account, which will occur a few days before the delivery of your pre-order." No other retailer behaves this way for pre-orders unless they explicitly state at the time of pre-order that you are paying in full at that very moment. The physical editions won't even be shipped out until the 23rd.
If SE assumes a 5-10 shipping period - and they want you to have the CD/DVD to install the game when 3.0 goes live (some time before early access), then you can easily expect that shipment will start early June.
As someone who has pre-ordered several items from the NA SE store in the past, they always charge 2-3 weeks ahead of time to ensure payment can be processed, even if it is declined at first, to allow the customer to rectify any issues and receive their item(s) on time (the release date).

I have a question about that. I selected PayPal to pay for it but all it asked me to log in and confirm but it didnt allow me to select how to pay. Its automatically set up for bank account payment but for a purchase like the CE (168$) I want to use the Visa attached to the account. When it comes time to pay are they just going to debit the account or will they send me a link saying "please complete your payment". It's ok either way, I'm just hoping I can change it.
There are multiple shipping options. There would not be a reason for said options if they were going to ship the games out before release so everyone got them on release date. Speaking from experience, SE does not ship until the official day of release. It's the same stupid way GameStop operates. I say stupid for GameStop because as the world's largest video game retailer you'd expect that they'd at least try and compete with Amazon and other companies that do make sure games arrive on the release date. SE have said multiple times that they will charge 10 days before release, so on 13th June.
