Why would you blow a 60 second cooldown that you can handle an incoming attack with that interupts your cast bar, when you get just Surecast through it which is on cooldown for 30 seconds, you should save Swiftcast for when you need to move or for long casts raise, flare etc.
I'd love to see you prove your words by showing us why it doesn't suck.
Also, making it so a single spell once per 30 seconds isn't interrupted even by movement is hardly gamebreaking.
