    It has its uses in PVE as I have stated and it is useful IF you actually bother to use it in conditions you are going to be interupted. So no just because you aren't in a situation where you can pop it everytime it's off cooldown like raging strikes for example doesn't mean it should be changed, and let's face it the best people can come up with is ANOTHER swiftcast.
