Is there a setting to block all tells being sent to me? I'm plagued daily by bots advertising their stupid websites. I've added them all to my blacklist, but they simply make brand new character names (usually just changing a single letter in their name).

You can use /busy to stop all tells from all members.

Under character settings you can modify the chat bars, select "general" and deselect "tells"
You can also remove the sound notification from tells, look for the notifications tab in settings

/busy works, but it also blocks some other things as well. You can't be invited to a party for instance, or offered something through the Trade window. (Not long ago, there was a case where I had been out gathering when an S ranked hunt mark spawned in the region. I switched to Bard, my highest level job, and headed there, asking in /shout for a party invite. Only later did I realize I still had the /busy status on, so nobody could invite me.) If you just never want to get tells, ExiledOne's suggestion of just removing them from the list of channels that display on your General chat tab may be better as that stops the /tell messages, but nothing else.

Want to block the tells temporarily when the spam bots are being particularly annoying: /busy has the advantage that it can easily be turned on and off when desired without having to dig through the character settings to find the chat tab filters.

Want to block tells permanently (or at least long-term) but nothing else: Remove tell from the list of channels in your chat filter. This way you can still get party invites, trades, etc.

Unfortunately, there's no setting that will block tells only when they're RMT spam but allow legitimate tells from real players, so some people choose instead to just remove the sound effect from them, change it to something quieter and less annoying, and/or separate tell onto a separate chat tab (taking it off the General tab, but adding it to a new custom tab). All these sorts of settings are available in the chat bar section of Character Configuration window.

Is there an actual "report spam" button, somewhere? It won't solve the issue, for obvious reasons,but they could try to track multiples from the same account just changing names.

It's a rather cumbersome one, so isn't used nearly as much as it should be, but you can report them from:

[System Menu] -> [Support Desk] -> [Contact Us] -> [Report Cheating]
