That's mostly because the wards are far from being a perfect system. The Mender's Row is meant for Repairs. With Ul'dah having heavy traffic most people just have to throw retainers where they can and hey Mender's Row can hold retainers.... Also generally speaking it's just quicker to get repairs by the repair NPCs /shrug.

If you notice when you start a new topic theres also a "tags" section so it comes up when certain things are searched. Honestly though, I'm not sure if it's meant to be placed in the Topic Title or the tag for search results. Honestly put it where you want to, but before you post make sure you read what you're posting because it does say tag and not topic title.
