Make a new character, then you should be able to see what you're entitled to receive since all your characters get the account wide bonuses.

At ARR release every 1.0 CE got the ARR CE items, in addition to that every player should've gotten the PS CE items.1.0 players however basically were given ARR for free though - which includes the CE (1.0 CE owners automatically got the ARR CE items, including the Fat Chocobo mount and wind up moogle minion). I know this for a fact because I own the 1.0 CE, was able to download ARR for free and was automatically sent the ARR CE items at the relevant times.
I only have a 1.0 CE, but got the ARR and PS CE items. Easiest way to check is to log into Mog-Station and under Account Status you should either see "Standard Edition (Win)" or "Collectors Edition (Win)". If you have CE(Win) there, you should have the PS4 CE rewards. If you don't have them, you might want to Contant Support.

These were sent to 1.0 CE players via the Moogle Delivery Service, which sadly has a limit on how many messages it can hold, including system messages like item rewards. It's possible you might have too many system messages stored and thus just need to clear these out before you can receive the relevant one with the Fat Chocobo mount and moogle minion.
I have the CE from 1.0, stopped playing before the game went through any fixes, came back for ARR and got the ARR CE items.
I'd find it weird if the OP's not getting the letter because of a clogged inbox though, since the fat choco was one of the earlier letters, and I would figure they're received chronologically.
