Will sync'ing to the lowest level provide extra rewards (achieves, loot)? I'm having a hard time picturing why anyone would want to do so, unless some incentive is provided.

Probably not. When you have people with complaints about content nerfs and how they appreciate more difficult content, this beats them to any argument.
