From Reddit: NO level sync when entering a dungeon with less that required players!

I can already hear people who went through the initial 'grind' for their ponies screaming about the injustice of it all... But in any event, should be interesting to see it in practice

In that certain other MMO,premium mounts from old content is still available,although at a drastically lower droprate(1% from 100% when its current content).Not sure what they could do here to keep em rare,though.
