While in Darkside, will DRK's weaponskills still drain up TP? Or solely MP?
OTing as a DRK would mean an on/off of Darkside if such is the case, would it not??

No I don't think so. Darkside can be left on because OT combos replenish MP, so as long as you keep hitting something you'll be feeding MP to that stance (Makes me think of Monk GL stacks). Also some of Darkside's MP consumtion is also mitigated through our native MP-replenishment.
Dark Arts on the other hand...
Dark Arts sounds like DRK's hybrid Rampart/InnerBeast/FightOrFlight/Berserk all-in-one. It boost both DPS and Mitigation actions. It's MP cost acts as a pseudo cooldown. If 1 Siphon combo replenishes 100MP and DarkArts cost 500MP to execute, that means 5 GCD combos are needed between Dark Art use (38~ seconds[napkin#s]).
While tanking, the Enmity combo won't generate MP. So you're at half the MP replenishment over time compared to OT (if you're rotating combos at all), but since OT stance has a slow drain on MP, the two are balanced out.
That's how it's sounding to me. As OT there's going to be a Monk GL stacks feel to it (gotta keep hitting that Siphon, just like Monk gotta keep hitting those Demolish/Snap Punch).
And as MT sounds like we want to lock enmity asap so we can switch to Siphon. Every Siphon used subtracts from the pseudo 'recast' timer of MP consuming actions (Dark Arts specifically). A DRK using the hate combo exclusively will be gimped in that they will suffer a larger recast on their CDs. (Like a PLD using Rampart only ever 3min instead of every 90 seconds, or a WAR who sits on 5 wrath stacks for 2.5 or more combos)
I think that's what they refer to when they say DRK will be complicated to figure out. The difference between good DRK performance and bad will be vastly apparent (since poor play == lower CD frequency).

Adds more diversity if I'm honesty. If it really is a weaken, which is as potent as a Ninjas over 60s (well, not exactly 60s as you can't perfectly align a Ninjitsu with TA), it's like a 1.017% overall DPS gain over time. If the Dark Knight really does get a Vulnerability debuff on the target, where the DPS % increase is exactly the same or similar of that as a Ninja TA, we can start seeing "optimal" team set-ups being created.
DRK + WAR/PLD = DRG + MNK
WAR + PLD = NIN + MNK
DRK + WAR = AST + SCH
DRK + PLD = AST + WHM
PLD + WAR = SCH + WHM
etc. These are just thoughts off the top of my head.
