Help tooltips must be toggled on every login

Hi everyone, so I have had this issue since I started playing a while ago, this issue has persisted on two computers, multiple reinstalls and multiple characters and data centers.

Whenever I log into a caracter, help tooltips will not display until I toggle them off and on again in the Character Configuration > UI Settings menu.

I have to toggle item, action and pop up help or I don't get map tooltips for things like fates or anything on the mini or main map, in addition to other minor tooltips.

The issue is only ever resolved by toggling the options in the menu, as my issue has persisted between multiple clean installations (deleting the my documents folder with the per character settings has no effect) and pretty much everything else I have dug up will not stop this issue from occurring on login. It's getting pretty annoying.

Help Tooltips generally only automatically chime in once at the very first instance of a feature before banishing themselves into the pits of the Start Menu. They've worked like that since as far back as the Beta. This isn't a setting specific to the install, it's specific to the character and because of how the game handles save data it isn't re-enabled just by switching between versions.
