In case you didn't know, all duties you queue up for including PvP are server CLUSTER (data-center) based, NOT exactly server based.

No matter what server you go to, you will be hard pressed to find Wolves Den players. Most people are just doing it for win trades and not actually queuing up for it to fight for real.
If you're interested in Frontlines, most data-centers are fairly active in it. As mentioned the Grand Company you choose plays a very big part in it. Often the GC that wins the most will have the longest queues (due to masses hopping on the bandwagon), and often the GC that loses the most will have the shortest queues (due to lack of interest / seriousness to win).

There is also some unknown kind of matchmaking in play. It is not known whether it uses your PvP Ranking Level, or your win percentage, or possibly both. The developers have not divulged the information. No one knows how queuing with other people will affect it exactly either, although most people would agree that solo queuing with In Progress and both Slaughter + Secure will often have the shortest queue time. Anecdotally, in my experience using the Frontlines Roulette takes LONGER than manually queuing for both instances together.

Don't be discouraged by 30+ minute queues. This is actually normal. You can start to worry when your queue passes 90 minutes. If your play time is severely limited, I don't know what advice I can give you. Most people who (try to) take PvP seriously have invested significant amounts of time in it (especially time wasted in queue).

If you are serious about transferring you should mention your Grand Company and maybe people with fast queues can tell you what server they're on. I can tell you that in the Aether Data-center for Immortal Flames, the queues are really no different than the ones you already have.
