preordering heavenswards CE digital on the ps4 how?

I have looked all over psn, I looked through your store, i have found absolutely nothing!
however i see you have a topic, http://forum.square-enix.com/ffxiv/threads/234454-PS3-PS4-Issues-with-the-%E2%80%9CFINAL-FANTASY-XIV-Heavensward-%28Add-On%29%E2%80%9D-Download-%28May-18%29?p=2970129#post2970129 about an issue with people registering their heavens ward codes and it locking them out of the game. then in small print it says the issue was found for Europe? so what, Europe can preorder the digital version for ps4 but the US players can not?

IF i can preorder the digital CE for the ps4, how and where? because it isn't on the play station store that i can see and it isn't on the square enix store.

I guess they meant the pre-order codes you get when you buy heavenward @ the se-store, because you can't pre-order heavensward on ps3/4 yet

From what I can gather, the codes allowed for a download which bricked the game for those users. As for the ability to pre-order via PSN, it does not exist as yet and as for early access codes from stores, I have yet to hear of anyone being issued theirs yet.
