Six or more levels above character level : Optimal Level 35
Up to five levels above character level : Optimal Level 35
Equal to character level : Optimal Level 35 (No color change - White)
Up to five levels below character level : Optimal Level 35
Six or more levels below character level : Optimal Level 35

This is what makes the most sense to me.

There needs to be some distinction between equal to, and less than. Otherwise people will just think wearing something five levels early is just as good as the optimal level.
