Just think of when you hit level 50 and suddenly 90% of the gear in the game turns grey. :P
I'm sure the question has already been answered by now with the many green votes, but chiming in for green as well.
As far as the UI goes the current changes look great, still would like to see some drag and drop options coming along sometime as well. Really my only main gripe with the current UI now that targeting aetheryte crystals and retainer bells have been addressed.
Love the new changes.
Still on the fence about drag and drop.. It's a convenient system, but I like how when I scroll through my list I can see my stats rather than having to mouse over everything.
Green for optimal level obviously.
Yellow for up to +5 or -5 levels within the optimal level
Red for higher than +5 or or lower -5
I would agree with the person you quoted. It also concerns me because their UI designers should possess the education to know basic color psychology/color standards and make this decision themselves. If they don't, then what kind of people are they hiring?
On the other hand, there lies the possibility that they already decided and just wanted to create an illusion for the community. But I didn't say that.
Or they just don't care, just pick a color and enjoy ^^
I think also, Pink is a good color, or indigo.

It's just a color, 1 week after the release of 1.19 everyone will forget all of that. (even if i'd like yellow !)

I would choose green. Yellow/orange/red tends to be a warning or alarm. Looking at the board and seeing if everything is a cool (blue/green) color is easy. Reading each yellow item to see if I'm at or above the correct level is hard.
Green fo shizzle
