I don't believe so...there are some goggles available, but none of them really look like Cid's, and furthermore, they display as being worn over your eyes, not pushed up onto your forehead like Cid's.

If I remember correctly, Cid's goggles are in the game, but they were only given out for the Collector's Edition of 1.0.

Garlond Goggles don't look like the goggles Cid wears. They look like the ones Biggs and Wedge wear.

You could try the Imperial Shadow Visor. At least that one has the third eye. Plus the eyes glow red when you use /visor.

Garlond Goggles were not available with the 1.0 Collector's Edition (the CE got the Onion Helm instead), but a bonus with the first run of the 1.0 standard edition, hence they're very rare. As far as I'm aware any 1.0 item codes that are unused are still redeemable on the Mogstation. This is why you still see unopened copies of FFXIV 1.0 going for ridiculous prices on eBay, for the item codes which can be used in ARR.
