Looking through the forums i couldn't find many posts regarding 'unfixing' the fixed keys .
Suggestion :
*- Provide minimal player control over specific fixed keys.
Shortcuts are bound as 1-0 , ctrl+1-0 and alt+1-0. While the three sets of shortcuts overlay each other , at the end of the day we are still only left with numbers 1 through 0. Given that the platform version of the game and use of a controller gamers adjust so as to make anything more than those shortcuts , overkill.
From a PC oriented MMO players perspective however, the restriction to be able to re-bind the shortcuts associated with your respective action bars can be somewhat crippling.
This is how i see it .
If a player has enough total action points to fill 1/2 of each action bar than said player should also have the option to re-bind the shortcuts ( So as not to have unused shortcuts)

For PC MMO gamers having a comfortable set of keys within reach of each other allows for many key binding combos. I personally prefer to use 1,2,3 Alt+1,Alt+2,Alt+3,Alt+f,F,v,Alt+v.

Well compare the key binds that i just listed with the shortcuts already in the game. Same amount of abilities yet confined to a small area of the keyboard and can be used with ease and speed.
Now im sure there are tons of really extensive reasons behind the decision to 'lock' these keys . This suggestion might not be for everyone . Perhaps provide a check box beside the locked keys, allowing the player to choose and disable the fix on the keys. Players should be provided with a confirmation message to ensure they wish to unlock this option.
Once unlocked a player should be permitted to set shortcuts to all three action bars. Abilities need no longer share short keys! Essentially any ability equipped into action bars can have its shortcut customized.
This would also eliminate the need to scroll between action bars , as triggering a shortcut from an unseen action bar should auto-scroll to the action bar holding the ability and execute the shortcut.
