    So I did some comparisons with my system to see if could gather some more info on what the issue might be. I manually set my CPU to 3.2Ghz and disabled turbo so that it will act as a weaker version of your CPU.

    @ 3.2Ghz - 33 FPS Looking accross market - 1440p
    @ 3.2Ghz - 33 FPS Looking accross market - 720p
    @ 3.2Ghz - 58 FPS Looking accross market - 1440p with LOD/LOD Shadows and Occlusion Culling off
    @ 3.2Ghz - 58 FPS Looking accross market - 720p with LOD/LOD Shadows and Occlusion Culling off

    Then a comparison with my CPU at stock settings

    @ 3.8Ghz - 33 FPS Looking accross market - 1440p
    @ 3.8Ghz - 33 FPS Looking accross market - 720p
    @ 3.8Ghz - 58 FPS Looking accross market - 1440p with LOD/LOD Shadows and Occlusion Culling off
    @ 3.8Ghz - 58 FPS Looking accross market - 720p with LOD/LOD Shadows and Occlusion Culling off

    This is purely a GPU/API limitation in the number of simultaneous characters that can be rendered if you see a lot higher performance disabling those settings.

    You should do a comparison against my system with the LOD and LOD Shadows (under the Shadows settings) and Occlusion Culling Off. Theoretically you should then have higher FPS than me due to higher raw GPU power when not being bottlenecked by character rendering.
