The OP isn't running 1080p (1080 is 1920x1080) but an ultra widescreen version of it which is the same resolution that I run. In MD I see ~30 FPS. I would think that a 970 would be a lot better than the 760 and should consistently be above 35-40 in crowded city setting, but I could be wrong.

there is no difference in the fps count between 1920 and 2560 horizontal pixel, even if i use 3440x1440 using DSR the fps count is the same, just GPU usage will increase.

Yeah there's some sort of optimization issue going on. If you are playing at 2560x1080 and 1920x1080 without any decrease in performance, that means that your system is powerful enough to handle the increased pixels without bogging it down, which makes sense given a 970.

There is no reason though why you should be at such low FPS, unless it IS your CPU but I don't know as much about CPUs as I do GPUs. Good luck though.

I'm sure you've tried all this but:

    1. update drivers (try fresh install)
    2. close all external running programs
    3. try in full screen mode/windowed mode
    4. make sure your fps isn't capped either in game or via some other parameter
    5. compare with other games
    6. this might be a defective video card...
