bottleneck performance?

anyone can tell me whats wrong with my build?
i dont expect to get all flat 60fps, but i expect it should perform better than this.

Set the Character and Object Quantity to Low or Normal, or lower the graphic settings to High (Laptop). It's this way for everyone. Drawing hundreds of individual characters at once is demanding, grossly exaggerating the world complexity.

This is only a problem in highly populated areas (i.e. Mor Dhona). I'm assuming everywhere else it runs pretty smoothly...
