To me it sounds like thermal throttling. I would see if something might be causing it to overheat, maybe running it for too long or dust / bad airflow. It's possible the card is faulty too, but a faulty card prob wouldn't run the game at all. Reinstalling drivers wouldn't be a terrible idea. But GPU should normally be 100% usage, so if it's not 100% something is wrong.
inside fc house i get 99% gpu load with hundreds fps if not locked though. it only happens in crowded places such as towns and S rank hunts.

ok thanks, i'll take note on the ram. i think i can use my brother's pc ram and add them to mine hope it works and see if it improves something.
