    There is a cog on the launch screen. Click that and you can output a file with your settings and import it on the other PC. When importing uncheck the little box that says to not overwrite a newer file if the settings don't take.

    or you can go to My Documents\My Games on your old pc and copy the folder (directory) FINAL FANTASY XIV - A Realm Reborn to a flash drive and the pastes it in the same place on the new computer and you have everything same as you had before. I do this a lot to sync my two computers and the game.

    And the character folder in your documents/my games/SE/FFXIV folder should be around 8.5-9 MB. =) Copying that instead of just settings assures you get to keep gearsets, HUD layout and other such things as well. I've never tried the "export settings" option, so I'm not entirely certain what that saves. It might just be the general game settings, but like I said I haven't tried it.
