Eastlink/Nova Scotia User here too, been having the same problems all afternoon.
Not sure if it's the cause but looking at the outage map for Eastlink, there's a nice big yellow circle almost all over Nova Scotia.

Other than that maybe it's on SE's end I'm not sure, I've been DC'd before but never this long. Everything else seems to be going just fine for me except this game.
