Is there a way to turn a private house into an fc house? If so how do you go about doing so?

You cannot change a private house into a FC one or vise versa. You will have to demolish the house and revoke the property then buy it back at full retail and build another house.

^ exactly that. Also you would have to be the FC Master in order to buy it as a FC house instead of a private house when repurchasing. Once a player purchases a plot as a personal the plot is registered as such to that player until the player relinquishes the plot and it goes back up in the market. It's how the system recognizes housing and doesn't allow individual houses to install things like personal rooms/aetherial wheels.
