That's the general release date (and it's correct). If you read the text on the same page it also says:

I already had my eyes narrowed at this nonsense because we weren't allowed to purchase the physical CE (which I will happily blame on Square Enix, because their sales policies are annoyingly anti-third party that way)
At this point, we have nothing to gain from getting the preorder today versus next week, so complaining about that specific aspect is illogical. Sensibility aside, however...
I'm definitely in an imperious, "I don't care whose fault this is, the responsible drone needs to fix it NOW" mode. Without regard to the early access deadline, it does NOT take this effing long to get a preorder together. Somebody in some sales/legal department somewhere is being unreasonably slow for reasons I care nothing about, and it's ruffling my sense of principle.
Tbh, if it met missing out on the steam pre-orders, I'd rather SE give us a way off steam at this point.
