    Why?

    Why does ffxiv connect to 157.56.98.87?

    Whois ip lists it as a microsoft address and those are known to be laggy.

    It shouldn't...unless there is some weird scanning going on with the built-in security they're pushing on everyone now (the Essentials mess). Possible you've gotten some sort of proxy-lock thing going on from malware maybe. Might be worth running a scan with malwarebytes or something.

    What tool did you use verify which process was connected to that IP?

    The FFXIV executable won't connect to that address; it should be tied to explorer.exe in normal cases.

    Those xxxxx.wns.windows.com addresses are used for various services related to Windows features or operations.

    Anyway, I'd take another look at your process activity with Tcpview (or another raw connection viewer).

    PS: I bet you're using Windows 8 since WNS is mainly tied to Windows Push Notifications.
