Well, mechanics wise and in the initial story, he kinda isn't. He's the first primal we beat. Twice. Ifrit Extreme is even tiered with the "easier" primals too (Garuda, Shiva, Leviathan and him) and he doesn't even have Titan's fatherly instinct or Garuda's batpoop insanity going for him. Hell unlike all the other primals, we don't really have an accurate bead on his personality and the amal'jaa are small potatoes compared to the other beast tribes.
He's EPIC, but not as epic as the rest. It's more what he represents as a primal that makes him dangerous rather than any facet of his personality.
