This request again? Look, I've played games where the primary chat were chat bubbles. I can get annoying fast, especially if they attach a noise to it. Case in point...
I don't care about NPCs getting chat bubbles, it's a quick little thing that often isn't even consequential to anything else, just a little flavor for the area (like Gold Saucer, such a glowing example of parenting). Players, though, can and will turn them into something rather disgusting of not just spam it outright. I've seen it happen. Alot.
Yoshi-p said that he does not like the idea of chat bubbles it's too cartoony and FFXIV is more of a high fantasy look game.
I hope he does not change his mind also just to favor people.

Have fun in a 24 man raid with chat bubble, people will use it to annoy other people.
And if you don't ever have to see it because it's an optional toggle, why does it matter?
I think the people running around in glamored underwear and wedding outfits 24/7 look ridiculous. And yet, unlike the chat bubbles that are being requested, I can't avoid seeing that nonsense with a toggle.
People saying: "Wouldn't ever use it, wouldn't want that stuff on my screen, so I'd never toggle chat bubbles on." - that's a valid opinion. People suggesting nobody should have access to the feature, though, are just being odd. Do you guys run around in discussions for colorblind players vetoing everything you would never want to use?

I like chat bubbles because i like to see who is actually talking in the game field, not in a separate window. There is nothing "high fantasy" about having to read everything from a separate window. There is nothing "special" about it at all, and if anything it contributes to the sterile feeling of the game world.

1) Have it on by default. This makes people who don't like it hate it, and complain about it ruining the feel and just being annoying in general.
2) Have it off by default. Then the majority of people wouldn't use it or know it exists. So you'd develop and test something that barely anyone would use.
If they do nothing, they keep the feel of their game that they're going for and only cheese off those who want it, while if they make it they cheese off those who DON'T want it AND spend resources doing so.
I'd much rather them expend this effort on something worthwhile, like the blacklist, or maybe more colorblind options
