I've also heard that SE wants to keep the UI similar on all the platforms. It's an important consideration in some cases. For instance, if the triple HP/MP/TP bars in the party list were available on some platforms but not others, it would impact who is more or less effective in battle. That's the sort of thing they don't want to give platform-specific advantages to.

However, when it comes to QoL features, there are already differences. PS4 and PC can use either or both types of hotbars. PS3 only has cross-hotbars. PS4 and PC have an option for displaying inventory or retainer inventory in a larger window with four "pages" shown at a time. PS3 doesn't have that option. PS4 and PC get an on-screen display of gil and inventory space. PS3 doesn't. I've heard that the PC version is more flexible regarding having multiple windows open at once. (For instance, I've heard that on PC it's possible to have both crafting window and retainer inventory on-screen together, but neither console can have a retainer summoned while any other windows are open.)

So there are already platform differences. Though I think it's likely to be a very long time before SE cuts PS3 support altogether, it is likely that as time goes on, there will gradually be more such differences added. I'd think a chat bubble option could reasonably fall into that category.
