The Adventurer's Guild of Eorzea was created to placate the militas that had been stirred up in response to the original Garlean threat ~15 years ago, and they're a highly militaristic nation.
... so, probably not.

Doubtful that they would, more likely any that could have been considred as such were drafted into military service.
If for some reason a future Xpac has the Garleans become somewhat friendly they may make one, but highly doubtful that will ever happen.

Cilia's right - additionally, foreigners specifically come to Eorzea just to become adventurers (read, the player's character), as the adventuring system is only an Eorzean institution and does not appear to exist anywhere else on Hydaelyn. This is all but confirmed when one of the Doman refugees stated that if Doma had had such a system in place it might have given them a sporting chance to drive back the Garlean invasion (which is the whole point adventuring was created as an occupation in Eorzea in the first place).
Either way, it's still likely Garlemald would have a secret network of sellswords and mercenaries (as they frequently make use of them in Eorzea), but the actual formalized Adventuring Guild seems to be very much only found in Eorzea.
The Garlean Empire is a highly militaristic society, it's doubtful they'll need a official Adventurer's Guild. They could just leave it to the Legions to handle most of their problems, as well as possible Auxiliaries. One of Gaius's officers was a former mercenary; instead of having a Guild, they just formally integrate exceptional fighters into the Legions. Despite the supposed authoritarian model that the Empire supposedly follows, the Legions apparently have a fair amount of leeway in organization and discretion.
I think part of the Empire's success isn't just with their Magitek, but also the adaptability of their Legionary structure; which would be necessary, given that they incorporate a fair diversity of races and ethnic groups into their military.

I doubt they have a Adventurer's Guild but I could see them having a government department that handed out licences and contracts to freelance soldiers and explorers. The strength of the Adventurer's Guild over traditional military in Eorzea is the diversity of the skillsets of it's members allowing adventurers to solve many issues that are awkward for a traditional military's rigid structure to solve efficiently. The Garleans would see the advantage of having multiskilled freelancers solving problems that would be inefficient to mobilise Garlean might to solve. It would be however strictly overseen I suspect.
sounds like something they would make illegal, granted I doubt a majority of the citizens are soldiers (wouldn't really work for a country) but I imagine the citizens live under strict laws with harsh penaltys for breaking the law. Although there could be people of the garlean race who are adventurers (cid could probably count as one) but they wouldn't be around long in the imperial borders but who knows, we know very little about garlean society or their culture.
My guess would be no, because the empire is not only militaristic, it is centralized. It would never tolerate armed powerful individuals not really under its control.
Yeah, the Garleans don't strike me as the sort of empire who would tolerate any kind of 'independent' combatants like Adventurers. They're control freaks, for sure.
And any kind of totalitarian government tends to get paranoid against things like that.
