This is the golden rule to high level crafting that I tell all of the new crafters in my FC:

"The law of large numbers will always be stronger than the laws of RNG."

What this means, is that if you craft enough of them, no matter good or bad luck, you will always come out with approximately the number of successes listed by the percentage. Therefore, if you find a reliable rotation that will always give you a 45% chance, you can usually figure on needing ~50 times worth in mats to receive 20 successes.
for my lucis tools, I just built up enough resources (minus the ones you get back for NQ) for the law of large numbers to work, and it was successful.
