Just one little suggestion : deny the usage of the /friend request functionnality before the 15th level (or deny it completly maybe) for trial accounts. They can be able to recieve such requests, not able to emit themselves.

Both would be serious step in the right direction. Blacklists should be account wide, not just per character. This way, while your waiting for the next round of bans from the Special Task Force, you won't to see the same RMT spammer just swapping accounts.
As for the whole "but my lowbie buddy can't friend invite me!" What Gilben says holds true. While, if a lock were to be implemented, the lowbie character cannot send friend requests but still receive them. Tells should be the same way imo. Cannot send tells until like your Lv10 MSQ but can reply to them. And what is to stop these players from chatting in Say anyways? If the player base is as stupid as SE seems to think we are, then new players don't know how to /tell someone anyways.
