Unable to get the quest for Striking Tree Extreme

Ok, so I seem to have a little problem. I have completed the main storyline all the way to the end but for some reason Scarlet in Gridania does not have the quest Judgement Bolts and Lightning. In my journal all of the quests that lead up to this quest have been completed as well as the quests afterwards so I'm wondering if there is another questline I'm not seeing? I have not been able to find any other quests. Everything in my complete list goes with the storyline list. Anyone have any suggestions?

Also on another note, I am currently in the middle of completing a repeat run of the quest Primal Focus. Could this be the reason I'm not seeing the Ramuh quest?

Have you completed both Thornmarch extreme and The Whorleater extreme?

Yeah I have done both of those.

Do you currently have any quest that involve Scarlet active? (For instance; the first, and last ixal quests) That may interfere with her offering any quests.

The only quest she still has is the level 1 one, A Bad Bladder or something like that. I'll complete that and see if that works, although I didn't have to do it on a character I have on another server. This one was there along with the Ramuh Extreme one when I picked it up on her.
