DNS:
A) Change your DNS servers to Google (8.8.8.8 and 8.8.4.4) -or-
B) Try flushing out your DNS with the command line: ipconfig /flushdns

AV/FW:
A) Disable whatever your using and see if the launcher will fully load.

Other cases, it just started working again... YMMV.

I've tried your instructions, but none of those works to me. I even disable avira antivirus and firewall, and my DNS servers are always set to Google DNS.
Yesterday was fine to log in, today I am in bad luck
