The applied the hotfix on October 16th, 2014. If you were active at that time then they should be in the mail. You did have to be active, though, not just an existing account.

Ahhh, thank you! I was definitely deactivated at that point. Just struck me as odd that it would have shown applied to my account when it was never received.

When Silver/Gold dyes were first introduced, it came from Quick ventures with a high ilvl anywhere between i100-i130ish(or so much gathering skill from a FSH/MIN/BTN reatiner,) I do believe, and there was a bug that wouldn't allow Gold dyes to be gathered by your retainers. So they sent 4 free gold dyes to everyone through moogle mail. So that explains where you got your original gold dyes.

And as I stated in the above, you just need a retainer leveled up to 50 and with high ilvl/gathering skill in order to obtain more, though it rather random. You could easily obtain any of the retainer dyes, silver, true black, pure white, pastel pink, purple, green, blue or purple and ofc gold!

It's lower than that fortunately my retainers are ilvl 80 and I get quite a few rare dyes.
