Can't launch game or access any SE website

Hello SE, I need help ASAP pls.

I had to do a complete format of my PC & clean Windows 7 64bits reinstall.

Now I'm not able to launch the game or even log to any SE webs (doing it from my work PC now).

I can start FFXIVsetup.exe normally, it installs the launcher, but when I try to open the "Final Fantasy - A Realm Reborn" icon all i get is this message: "A system error has ocurred -21669711"

Not only that, I'm not able to reach any of SE websites, neither na.finalfantasyxiv.com or support.na.square-enix.com or secure.square-enix.com/account
All of them give me a "error connection timed out" answer.

Only SE webs, every other web I try to load (youtube, facebook, twitter, whatever) works perfectly.

I've also tryed using a proxy.
With a proxy I can reach SE webs but I still can't get the launcher to work, I get "Unable to Complete Version Check [30605][20448][10009][10019]"

Again, PC has been formated clean, so there's no malware, anti-virus or anything blocking my connection.

    I need help ASAP.

That sounds like a routing issue. Level3 had some big problems last week that knocked out a lot of routes. It caused a lot of ISP's to scramble a bit to route everyone around the outages, some of them switching to other peering/transit partners. It is possible this has resulted in more pockets of congestion/outages.

Basically...may be more of the same kind of thing we keep seeing over and over again. May need to pull in your ISP's Tier3 support to investigate. Signs should show up if you run some tracerts to the servers. If you don't know a valid IP you can try the lobby servers. Here are the currently registered DNS names:

    neolobby02.ffxiv.com
    neolobby04.ffxiv.com
    neolobby06.ffxiv.com

That should give an idea of stability to the subnet in Canada. For Japan you just change the numbers in those addresses to the odd ones (01, 03, 05). There are additional subnets used in Japan as well though. You can test to them with a handful of other names as well.

    frontier.ffxiv.com
    secure.square-enix.com
    dns1.square-enix.com

****note that even if you use the Canada severs you still connect to servers in Tokyo for specific things like signing in and version checks. Drawing a blank on the name of the patch manager ATM. Think it is in an additional subnet as well...at work so don't have my notes. Can check it when I get home and add it if it is needed.

Edit:patch-gamever.ffxiv.com is the patch management IP, but it's in the same subnet as the game. Thought it was in the 202 block. Some of their other DNS servers are over there though, so might be worth testing against just for good measure: dns2.square-enix.com

My friend has the same problem since yesterday
We think that maybe is an ISP problem. What is your ISP?

OOPS.. just noticed something about your error message. Think you are missing a digit on the error code. Think it should be ending with 7211 and not 711 (one digit short, and missing the 2). That's a decimal equivalent of the 0x800C0005 hex code for an access denied error. If it referenced HTTPS, it is most likely due to some of the SSL Encryption methods being disabled (a fairly recent Windows Update reset them). It has been documented to be a problem with the launcher fairly recently---was actually a post in the Lodestone for it last month.

Open your internet options snap-in (inetcpl.cpl from search/run box) and go to the Advanced tab, then scroll down to the end. Make sure all the SSL and TLS options are enabled and apply the changes. May want to close all browsers for good measure.

And yes, this can affect the game and websites even if you don't use Internet Explorer. These are changes to elements embedded within the Windows Shell, not just MSIE.

Fixed it....was my ISP having problems reaching SE server somehow...

When I tryed to tracert the route to SE servers all I got were timed out responses.
Was not a PC issue nor a SE issue. If I connected my PC to another ISP wi-fi or using my phone internet, both could connect without problems.
