Being there for the right location/time/weather combination is like the whole point of it.
I thought it was about figuring out where the hint is talking about and going there, not figuring out where the hint is talking about, going there, then waiting for the time/weather to be just right.
Still not sure how the time/weather really changes the interior of the Leatherworkers' Guild, but I guess some mysteries were never meant to be solved. Don't mind waiting for the right time, or weather, but right time and weather? Overkill. Still would have just preferred it if they went "Hey, don't adventurers have this Echo power that lets them see past events? How about we give them a short Echo cutscene when they get to the right place for the Sightseeing Log?". Would have overall been a better crafted system, rather than the hastily thrown together time sink we got.
The absolute least they could do is just rewrite most of the hints, because the majority of them give you zero indication that there is some arbitrary requirement like time or weather. Some will mention time and leave you to guess the weather, others will mention weather and leave you to guess the time. It's just irritating.
Fairly sure that was mostly for Fishing.

That doesn't help you when you're simply not told the time and/or weather in the hint. So many of the hints give you absolutely no indication of these arbitrary requirements, by all means suggest I use a guide, that's the hallmark of a quality piece of content after all.
It also doesn't change the fact that they've essentially taken something simple- sightseeing- and added an arbitrary time sink on it. Ever gone sightseeing in real life? It actually is possible to see sights without waiting for specific weather/time patterns.
Similar complaints could be leveled at Fishing I suppose, but waiting and Fishing go hand in hand from what I know of it... Not to mention that while you're trying to catch the Nepto Dragon you're still actually able to fish. Not sure why I have to wait for specific weather/time to view the interior of the Leatherworkers' Guild.
Sightseeing could have been a nice simple little thing to do during down time. Instead you either have to look up most of them and schedule which ones you can get done when, or sit around waiting just to figure out the meaningless time/weather requirement on half of them. #36 remains my favorite. I assume /sit to get it? Pinpoint accuracy required on the specified location. No indication of a time requirement. No indication of a weather requirement. Best of all it's indoors so none of that should matter at all anyway.

If u read the description on each log and actually look at the point of view it'll actually make a lot of sense why the weather requirement is there.
The coerthas SS log with the dead dragon on the pit during blizzard was really cool and i never actually looked at it tht way.
Also the u'ldah city landscape pic was also pretty cool.
I doubt SE remove the weather requirement after they already brought the weather NPCs ingame for it
Just do what I did... throw that log out the window.
