This is the gist of it, somebody correct me if I'm wrong:

You get 4 slots every 12 hours, max of 99 slots.

Available Leves reset every time you complete or fail a leve or when that 12 hour timer resets.

You accumulate leves on your history list, up to 8, that can be cleared with an evaluation that gives you a new guildleve with boosted rewards based on how many were in your history (I'm guessing its something like a bonus crafting leve if it was all/mostly craft leves, for example).

You can retry a failed leve immediately at the counter, journal or through a popup if it's a craft leve, at the aetheryte if its a regional. Each retry consumes 1 of your "slots".

@Devs: Does this mean we're getting new guildleves finally? =) The wording makes these evaluations sound like they're new.
