whoever uses marks should be broadcasted to the alliance

It needs to be transparent who's marking throughout an alliance, for both marks and waymarks.
Give an option to mute it if it sounds like it'd be annoying, but people still need the ability to know who's trolling by messing with marks/waymarks.

there is an option that will display who uses sign marks under the announcement section of the chat tab options but not sure if it works just for your party or if an alliance memeber uses it. I know it worked for pt...unsure for alliance.

Im not certain however if waymarks work this way too...i have not noticed the chat announcement for them yet ...would be very handy though for the boobs that continually remove waymarks in wod yup. So much so that I too have sent ingame suggestion regarding waymark application and especially removal.
