I have received numerous requests to join a FC when I have expressly stated in my Search Info window that I did not want to join a FC.
I agree that their Friendlist/Blacklist policies are a bit whack. If you remove them from your friendslist you're still on theirs apparently so they don't get insulted you no longer consider them a friend. This is a particularly dangerous policy that enables stalking.

Blacklisting somebody does not prevent them from being matched in a DF duty. If you're earned a place on my BL I do. not. want. to play with that person until I remove them from the BL. However it does prevent you from receiving whispers and invites from that character.

I agree that we should have much better control over who can send invites. At the very least a way to auto reject them without having to turn on Busy status which prevents everybody from sending whispers including friends.

There is a workaround for FC spam. Start the process for starting an FC. It does leave a notification in your list that you're gathering signatures but if that doesn't bother you you will no longer get FC invites. Another option is to find somebody with another account and have them make 3 alts to sign the FC charter.
