I can't speak for the The Black Shroud defense leves, but they did make them more challenging in La Noscea after 1.18. More waves of mobs come at you as well as the number of mobs at a time. The challenge took me back a bit while solo'ing one the other day. One had 6 Yarzon popping on me at a time.
