This is FF, underwater zones could be possible. No swimming though. Like the under water temple in FF1. Just add a little bit more physics like slower movement and a need for oxygen supply and your set...
I think being able to go into a lake, or river would open this game up to find new things, under water caves that lead to fun and exciting places. It would be cool to see something like this in the game, and I think it would open up some zones to new experiences.

This is completely ridiculous. What else do you want to do? Go to the moon and have moon content?
Let the devs do what they have in store and enjoy it.
Swimming could be limited. They could make it that there is no underwater fighting.... just some quests that requires you do dive into a lake to find some items or swim under water to reach a cave as you mentioned but when reaching the cave you would not be in water anymore.... i dunno... that could work too.
