I don't think I've seen anything on Crystal tools that actually does do much in water. There's very few actual bits of water you can really dip your camera into in XIV, which usually suggests it's a ground texture. I've got an obsession with dipping my camera in water whenever I can. So the real question is can the engine even handle it? Most likely. But still.

I agree with the above poster. Underwater combat in Oblivion was depressing. It's just really hard to execute water combat in an efficient way. Plus some weapons are more suited for it than others.

I think a lot of the disdain for water content stems from how stupid water combat usually looks. Plus humans are just not good at aquatic combat.
They don't have to add underwater combat.... unless they figure out a way to do it right. It could be just feature like jumping that would add another dimension to the game ... It would also give more option to the level designers, like someone mentioned before it would be cool to have to swim down a lake to reach a secret cave/dungeon or something...

There is many applications to swimming that dont involve combat.
