Had this happen to my girlfriends PC.... i updated the .net framework and was good to go. Cant say for sure if that is your problem tho. Its not too easy to diagnose remotely. Cant hurt to toss on a new version of the directx drivers either
BTW.. you are hitting ctrl+shift+A when your active window is FFXIV? It only makes the active window borderless
