New discovery,

I tried to make a quick live stream video to display what I'm seeing and in the video everything appears to be normal speed, yet as I was capturing, I was seeing things at half this speed. You can hear the sound clipping to catch the sound up to the normal speed output.

What this suggests... I stream at 24 FPS and the Software captured 2760 frames over 1:55 which would be perfectly normal.

But I was actually capturing video for roughly 4 minutes, and the output had to clip all of the sound to catch it up to speed. Listen closely to the background music in game, you can clearly hear that the sound is sped up.

To me the sound in game is normal, it's just visually running at half this speed.
